I em directed by the Board of Trade to tranemit herewith, for Er. Harcourt's information, a copy of correspondence with the Home Office respecting the difficulty of supplying evidence in support of claims under the Workmen's Compensation Act, 1906, in respect of injuries to or loss of life of Chinese seamen or sesmen of Chinese race serving in British Lerchent ships.
With reference thereto and to previous correa- pondence in November, 1910, I am to suggest for Mr. Harcourt's coneideration that the Ferbour Hester at Hong
Kong might be requested to undertake the duty of
investigating and certifying such claime and administer-
ing the eume paid.
I am also to suggest that if any such arrangement can be made the Laster Attendant at Singapore might be
asked to act similarly in order to keep the arrangements
in the various Colonies on uniform lines.
